The new feature appears to be called “Fix Windows Update Issues.”
If you currently want to repair or reinstall an installed version of Windows, you'll need to perform an in-place upgrade using the Media Creation Tool.
This process allows you to keep all your files, settings, and installed applications and occasionally reinstall the installed version of Windows or later without losing files.
Upgrading Windows directly is often a long and tedious process, and some users fear losing files or photos.
Microsoft seems to be aware of these concerns, which is why it developed the Fix Issues with Windows Update feature.
Microsoft is testing this feature with users in a beta channel, and you'll find a "Use Windows Update to fix problems" button in Recovery Options in System Settings, although the feature is not currently available.
