You can recover deleted iCloud files from the iCloud website. This method can be used for Apple devices and any other non-Apple devices, eg for example: Windows computer. The methods are as follows:

  1. Go to iCloud.com on any web browser and sign in with your Apple ID.
  2. After logging in, click on the menu button that appears as a small white square in the upper right corner.
  3. In the popup, select "Drive" to open iCloud.
